BITV – German Accessibility Standard for Digital Accessibility
BITV (short for Barrierefreie-Informationstechnik-Verordnung) is Germany’s official regulation for digital accessibility. It ensures that websites, mobile applications, and digital content from public sector bodies are accessible to people with disabilities, including those who are blind, deaf, or have cognitive or motor impairments.
BITV implements the requirements of the European Union Web Accessibility Directive (Directive (EU) 2016/2102) and is a key part of Germany’s national efforts to create inclusive access to digital services for all citizens.
What Is BITV?
The Barrierefreie-Informationstechnik-Verordnung (BITV 2.0) was introduced in 2011 and most recently updated to align with WCAG 2.1 Level AA standards. It applies to:
- Federal and state government websites and mobile applications
- Public institutions (e.g. universities, municipalities)
- Some publicly funded organizations and services
As part of the Equal Opportunities for Persons with Disabilities Act (BGG), BITV is legally binding and includes specific enforcement and monitoring mechanisms.
Key Requirements of BITV
BITV outlines accessibility requirements for digital content, ensuring that people with disabilities can perceive, understand, navigate, and interact with websites and apps effectively. Core requirements include:
- Perceivability: Provide text alternatives for non-text content (e.g. images, videos); use sufficient color contrast.
- Operability: Ensure full keyboard navigation; avoid flashing content; provide clear focus indicators.
- Understandability: Use simple, consistent language; label form fields correctly; offer error messages and guidance.
- Robustness: Ensure compatibility with assistive technologies like screen readers and braille displays.
BITV follows the WCAG 2.1 Level AA success criteria, adding some specific requirements for German-language accessibility.

- Accessibility Statement: All public sector websites and apps must publish a clear and up-to-date accessibility statement.
- Feedback Mechanism: Users must be able to report accessibility barriers easily.
- Enforcement Process: Each federal state has an ombudsman or monitoring body that handles unresolved complaints.

Germany actively monitors compliance through periodic audits and public reporting. The monitoring process is coordinated at both federal and state levels, in line with EU accessibility regulations. Non-compliance may result in official complaints, public reporting, and legal pressure to make corrections.
